In connection with the captioned tender a pre bid meeting was held at 11:00 hrs on December 04, 2015 in the Conference Hall, 3rd Floor, Reserve Bank of India, Lucknow. All the participants from various firms were welcomed to the meeting by the AGM, Estate, Shri Subhash Agarwal who clarified in his address that the purpose of the meeting was to clarify any doubts/queries regarding the said tender. Shri Amit Khandelwal, Manager Technical, PMC, New Delhi participated in the meeting through ‘speaker phone’ to answer the queries of the participants. The following issues were raised by the participants & clarifications given by the Bank:

One of the participants submitted that at Head II on page 67 of the tender document it was stated as “All inclusive Upkeep & Maintenance for five (10) years”. It was clarified by AGM, Estate that it was a typing error and that the said clause should be read as “All inclusive Upkeep & Maintenance for 10 (10) years”.

One of the vendors submitted that the multiplication factor for evaluation of the tender as given in clause 3.24 on page no 15 (& in the price bid on page 67) of the tender document i.e. 7.05 was not correct. Shri Amit Khandelwal, Manager Technical, PMC, New Delhi stated that he would re-check the factor and advise accordingly. As advised by Shri Khamdelwal the multiplication factor for the purpose of evaluation of bids will be taken as 8.344 instead of 7.05 as given above. The aforementioned clauses of the tender accordingly stand amended.

Majority of the participants submitted that most banks had a practice of issuing Performance Bank Guarantee (PBG) for a maximum period of five years as against ten years as stated in clause 3.12.3 on page no 11 of the tender document. It was decided & clarified by AGM, Estate that all the tenderers must furnish PBG as stated in clause 3.12.3 of the tender document initially for a period of five years which must be extended for a further period of five years by the firm. On the request of the participants a standard format of bank guarantee is being enclosed.

As regards the issue of compatibility of the generator, Shri Khandelwal advised the participants to separately visit the Lucknow office to see the gensets and obtain its parameters before installation of the plant.

Further, some vendors requested for extension of last date of submission of tender as the time between the date of pre-bid meeting & date of submission was very short. It was decided to extend the last date of submission of bids to 14:00 Hrs on January 04, 2016 and opening of part I of the tender to 15:00 Hrs on the same day i.e. on January 04, 2016.

On request of the participants they were also taken to the rooftop of the office building for site survey.
All the tenderers may kindly note that the above minutes of pre bid meeting along with the enclosed PBG format would form a part of the technical bid. A printout of the same should be taken and every sheet of the same duly signed along with stamp & should be enclosed with the part- I of the tender document.
