Supply, Installation and Operationalisation of IBM P610-6E1 server
Sealed quotations are invited for supply, installation and operationalisation of one no. IBM P610-6E1 RISC server for the Department of External Investments and Operations (DEIO), Reserve Bank of India, 22nd floor, Central Office Building, Shaheed Bhagat Singh Marg, Mumbai – 400 001.
The server will replace the currently installed IBM E30 MT7024 server running SWIFT Alliance Access release 4.1. The P610-6E1 will be required for immediate porting of SWIFT Alliance Access release 4.1 and data or the new release 5.0. RBI will have the discretion to determine which of the releases will have to be ported.
The server shall be supplied subject to the following terms and conditions and scope of work:
1. GENERAL
1.1. Only authorised channel partners of IBM shall be entitled to bid for this tender. The vendors will be required to submit a letter from IBM strictly as per the format in Annexure IV.
1.2. The vendor will be responsible for supply and installation of the server on site as per the hardware configuration at Annexure I without disturbing the existing processing.
1.3. The quotation shall be strictly in conformity with the hardware specifications given in Annexure I. Deviations, if any, shall be indicated in the column specified for this purpose against the relevant component. Absence of a mention of deviation will imply compliance with the requirement.
1.4. The vendor will have to ensure support of the IBM engineers at site at the time of installation of the hardware, SWIFT Alliance Access application and data porting. RBI will have the option to install the existing Release 4.1 or the new Release 5.0. The vendor will have to mandatorily engage M/s SSI Technologies, Mumbai ( the local SWIFT support centre ) for application and data porting. Charges payable to M/s SSI Technologies for this purpose, if any, will be to vendor’s account.
1.5. The purchase of P610–6E1 will be against buy back of the existing E30 MT7024 server. The buy back price has to be quoted separately in the commercial bid.
1.6. The existing 8 port Async adapter ( part no. ) on E30 shall be removed and reused on the proposed p610-6E1 server.
1.7. Bids not submitted in the prescribed formats and/ or incomplete in details required and/ or received after due date and time are liable to be rejected.
1.8. Reserve Bank of India is not responsible for non-receipt of quotations within the specified date due to any reason including postal delay.
1.9. Reserve Bank of India reserves the right to accept or reject any quotations as also to alter any or all of the terms and conditions without assigning any reason therefor.
1.10. Reserve Bank of India reserves the right to alter or increase or decrease the hardware and software requirements as the case may be to meet its requirements.
1.11. Separate technical/ general information and commercial bids duly sealed and superscribed Quotation for IBM P610-6E1 RISC server for DEIO, RBI, Mumbai addressed to Dr. T.C. Nair, Chief General Manager, Department of External Investments and Operations, Reserve Bank of India, Central Office Building, 22nd floor, Shaheed Bhagat Singh Marg, Mumbai – 400 001 should reach us on or before 11.30 AM on December 10, 2002. Technical bids will be opened at 11.45 AM on the same day in the presence of intending bidders.
2. PRICES
2.1. Prices quoted by the bidder shall be in Indian Rupees, firm and not be subject to any price escalation if the order is placed within the validity period of the quote.
2.2. The prices quoted shall be inclusive of all delivery and installation charges and all Central/State Government levies, taxes and duties, excluding octroi which will be reimbursed at actuals on submission of relevant documents. The vendor shall state the break up of base price of server, taxes, duties and octroi.
2.3. All prices shall be valid for a minimum of 3 months.
2.4. Reserve Bank of India reserves the right to re-negotiate prices in the event of change in domestic or international market prices.
2.5. Further, subsequent to orders being placed the vendor will pass on to the Bank all fiscal benefits arising out of reductions in Government levies, taxes etc.
2.6. Not more than 10 per cent of the cost of server excluding taxes and levies will be paid as advance against submission of a bank guarantee for like amount. 10 per cent will be released on expiry of warranty or the vendor submitting a Bank guarantee for like amount. The balance amount excluding taxes and levies will be paid on successful installation of server and application. Taxes and levies will be reimbursed on submission of relevant documents. Payment terms should be indicated in the technical bid.
3. HARDWARE AND SOFTWARE REQUIREMENTS
3.1 The Hardware requirements are given in Annexure I. Deviations, if any, in the specification offered shall be indicated in the column specified for this purpose in Annexure I.
3.2 The High level Operating system requirement for AIX 5.1 and the list of recommended patches as per the SWIFT Alliance Access 5.0 Release Letter issued by SWIFT is given in Annexure II ( Appendix A and B ). RBI will not be requiring SNA COMMS Server and HACMP.
3.3. All software (operating system, patches, networking products etc.,) shall be legal and the vendor shall furnish indemnity to that effect in the format at Annexure III.
4. WARRANTY AND MAINTENANCE
4.1. Warranty should be comprehensive and for a minimum period of one year from the date of acceptance of the system by Reserve Bank of India.
4.2. During the Warranty period, comprehensive maintenance shall be carried out directly by IBM.
4.3. The vendor shall submit a maintenance commitment from IBM for at least 7 years after the expiry of the warranty.
4.4. The system shall be guaranteed for 98% uptime. Vendor to separately specify critical spares to be stocked on site, if any, and their prices for meeting uptime requirements.
5. DELIVERY SCHEDULE
5.1. The Bank would like the vendor to deliver and install the servers within four weeks from the date of placement of purchase order. Delivery schedule should be indicated in the technical bid.
5.2. Delivery period is critical as SWIFT Alliance Release 5.0 needs to be implemented by end of March 2003 after which period support for the current release 4.1 will be withdrawn by SWIFT.
5.3. Delivery is deemed complete only after successful installation of hardware and application as per the technical specifications.
6. TRAINING
6.1 Training on server and operating system shall be provided by IBM at no extra cost to RBI and the tender should include the training schedule and location in the technical bid.

We have supplied to you computer software, on the computer systems meant for Reserve Bank of India, Department of External Investments and Operations, Mumbai. We certify that in respect of the said computer software supplied to you, we are the authors/ assignees/ licensees. We have produced for your inspection, copy of the letter of assignment/ license given by the author of the software. We further certify that the sale of the computer software to you by us and your use thereof do not infringe any provision of the Copyright Act, 1957.
2. If any action is brought against you for infringement, of the copyright in respect of the said software supplied by us to you, we will defend the same at our cost and consequences and will indemnify you all the costs and other, expenses that you may incur in this connection.

We are aware that M/s…………………. ( hereinafter called the bidder ) have quoted for supply, installation and operationalisation of one no. IBM p610-6E1 server in response to your bid document. We confirm that the bidder is an authorized channel partner of IBM for this category of systems and is competent to quote for and conclude purchase agreement with you for this purpose and accept and execute the order.
We undertake that in the event of you placing an order on the bidder, IBM will:
- Extend installation support.
- Extend direct warranty maintenance support for the system.
- Extend maintenance support for the system for a period of not less than 7 years after expiry of warranty.
- Ensure 98% uptime for the system.
- Provide training on the server and OS to RBI officials as per the schedule furnished by the bidder in his bid.
