Urban Banks Department of the RBI is entrusted with the responsibility of regulation and supervision of urban cooperative banks (UCBs) in India. Returns submitted by UCBs are entered into the department’s database through data entry by the 17 Regional Offices of the department and the data is replicated at Central Office in Mumbai over the INFINET.

The major component of this system functionality is a computerised database system, which receives quarterly, half-yearly and annual returns of financial data from banks. In order to enable data entry directly by the UCBs and to facilitate processing of such data for analytical purposes, RBI is now inviting "expressions of interest" from experienced developers of bespoke software for upgrading the existing system, based on a Systems Requirements Study prepared by experienced consultants.

All "expressions of interest" (not more than two A4 size pages) must be accompanied by details (not more than 4 A4 size pages) of vendor’s organisation, key personnel, ISO or any other internationally accepted relevant standards certification, particulars of financial standing for last 3 years and a brief description of similar work undertaken. Short listed vendors will qualify to receive Request for Proposal and would be required to furnish detailed information for further selection.

Experience in development, delivery and maintenance of complete solutions for similar database projects for other Central Banks, National Regulatory Authorities, Supervisory Agencies or large National / International Financial Institutions using GUI, Oracle 8i / 9i and datawarehousing tools / techniques for regular and adhoc / flexible report generation would be preferred. Vendors having presence in Mumbai, may have an added advantage.

Documents containing false and / or inadequate information are liable to be rejected. RBI reserves the right to reject any or all of the applications without assigning any reasons whatsoever.
